BREAKING THE DEADLOCK: TOWARD A SOLUTION ON TEACHER EVALUATIONS IN NEW YORK CITY January 17 is the deadline for the United Federation of Teachers and the New York City Department of Education to reach agreement on a new teacher evaluation and accountability system. At stake is hundreds of millions of dollars in state and federal education funding. More important is the positive impact that a meaningful teacher evaluation system—one that combines value-added measures of student progress with other measures such as classroom observation—could have on teacher quality and instruction. What are the benefits and drawbacks of using value-added measures of student progress? What can we learn from the many other states, districts—and even select schools in New York City—that have already put in place such programs? How can we create a system that is fair to teachers and students? New York City schools chancellor Dennis Walcott will address these questions and others.
