Education Department: Indiana schools unprepared for online tests

About 77 percent of Indiana schools are technologically ill-equipped to to reliably administer state ISTEP tests online, and the Indiana Department of Education told state lawmakers it will take millions of dollars to fix the problem.

At today’s House Ways and Means Committee meeting, state Superintendent Glenda Ritz’s top deputy, Danielle Shockey, and testing director, Michele Walker, said it could cost an extra $34 million over the next two years to get Indiana schools on solid footing when it comes to the computing power and access speed needed to make online testing seamless.

The deputy superintendent said schools need better broadband Internet support most of all, but in some places schools also need better computers.

“(Schools) need increased broadband before they can even think to increase their hardware,” Shockey said. “Broadband has to come first.”

Indiana hasn’t had an easy go of online testing so far.

The state has embraced online administration of the state ISTEP test for about 500,000 students in grades 3 to 8 since 2010. But in three of the last five years, the state experienced major problems with online testing, including students who were interrupted while taking ISTEP online by glitches or because they were unexpectedly logged out of the system.

The state’s test vendor, CTB/McGraw-Hill, gave the state free services and other reparations to make amends for the problems, which also plagued other states that used the company for online exams.

Specifically, the department is asking for $15 million per year in the two-year budget to reinstate a fund exclusively for technology. Most of that money would go toward broadband, but some would also be used to increase the security of student data. The department also wants a $2 million increase per year to nearly double the size of a fund that helps train teachers for online instruction, Shockey said.

Legislators were concerned that so many schools were unprepared for the online testing. Rep. Dave Ober, R-Albion, said he heard there were problems just last week with CTB/McGraw Hill practice ISTEP tests.

Walker said the state is switching to a new way of administering online tests, and last week’s problems were seen during a “stress test” of that system intended to identify weaknesses. She said the test company and the department are working to eliminate those problems before ISTEP begins in March.

“It’s a trying time for all vendors that provide online testing, to be totally honest with you,” Walker said. “We’re all in this world of trying to perfect something that has such high stakes attached to it.”

CPS to enforce nine training sessions for local school council members

In a classroom at Bogan High School Tuesday, trainer Jose Ortiz quizzed four local school council members on why they have to hold public meetings before approving their school improvement plan, a key document outlining school priorities and direction. The room fell silent.

“Because,” he answered himself, “the worst thing that the local school council could do is not consult the community.”

Ortiz’s training session illustrated the challenges that Chicago Public Schools faces in ensuring that all members of the powerful councils understand their roles and responsibilities.

The district requires those who help govern its 646 schools each attend around 18 hours of in-person training, or nine online modules. But not everyone complies: Ortiz said that last week, around 10 people attended each module he taught, and on Tuesday, only four people sat through his class. Most council members take the training online, but the effectiveness of those modules is questionable, council members said.

In a district whose school board is appointed by the mayor instead of elected by city residents, the councils, as Ortiz pointed out, serve as important channels enabling residents to drive the direction of their children’s education. Normally consisting of 12 members, including the principal, teachers, parents, and community members, the councils hire and evaluate the principal, approve the budget, and help craft two-year school improvement plans for their schools.

Chicago schools have another problem with the councils: 47 percent of schools have failed to field enough candidates to fill seats, which then allows sitting council members to fill the vacancies. That means less electoral control for residents. It’s unclear if the training requirement deters people from seeking council seats.

Nevertheless, district officials said that this year they will enforce the training requirement and will contact members who fail to finish it.

“We are going to start removing people this year, but it will be after contacting them by email, through phone and then giving them an opportunity before we schedule a hearing, and then we will consider removing them,” said Guillermo Montes de Oca, director of the Office of Local School Council Relations.

As Ortiz continued with his training, he asked if members remember approving their school improvement plan in the past school year. The attendees looked at him with puzzled faces.

“Oh yes, I remember now,” said Andrea Sanchez, a council member at Richard J. Daley Elementary Academy. But, she added, “it’s just overwhelming because you’re looking at numbers and pages, especially when you’re not used to seeing it.” Sanchez has been a council member since December, but she had attended only one out of the nine mandatory training modules before Tuesday, because most of the two-hour sessions were held in various locations throughout the city far from her home.

According to the Illinois School Code, council members must finish all modules within six months of taking office, so newly elected members who take office on July 1 have until Dec. 31 to complete the modules. CPS has never removed a council member for not finishing the training, said Guillermo Montes de Oca. However, that’s changing.

This year, CPS has also been encouraging council members to finish the modules by July 31, he said, because “if you’re going to be seated, discussing the budget and everything, you need to be informed.”

Sanchez said she didn’t know know about the six-month deadline until Tuesday. She wishes the nine modules would be held all at once at her school. “The information in the modules should be given to us right away [upon joining the council],” she said.

Montes de Oca said that the Office of Local School Council Relations encourages council members to take the training online. Especially because the office only offers a few modules per month, to meet the July 31 deadline, council members would have to take most of their training online.

But the attendees Tuesday seemed to prefer the in-person trainings . Denishia Perkins, a council member at Shields Middle School for almost two years, said that she had taken all the training modules online, but they “didn’t do much for me.” The online training consists of clicking through slides of bullet-pointed information and then taking a short quiz at the end of each module.

“It’s so possible to get elected and not know about this stuff,” Perkins said. So she decided to attend the in-person training on Tuesday.

Sanchez said of Ortiz’s class, “It felt one-on-one, and he’s really explaining it to you.”

The trainings are not the only impediment to filling local school council seats.

A representative from the parent group Raise Your Hand told the Sun-Times that people may not want to run for a council position because “people are a little frustrated at the weakening of the local school council.” Currently, 50 percent of principals’ evaluations rely on CPS’ data and metrics, when previously the evaluations relied solely on the council members’ judgment.

Sanchez said that the work of councils are just not advertised enough, and many parents like  her already are involved with jobs or other organizations.

“I don’t think the parents know that we’re that important,” Sanchez said. “I didn’t know either.”

More Memphis area students are graduating high school. But what does that mean?

The number of students graduating from high schools in Shelby County and across the state has been rising for the last 10 years, but recent allegations of widespread improper grade changes in Memphis last year called into question if graduation rates were marred.

The results of a deeper probe of seven schools with high numbers of grade changes on transcripts is expected this month. But Shelby County Schools officials said a number of strategies have contributed to the district’s growing number of graduates and they believe better monitoring of grade changes would protect the integrity of those numbers, including sudden jumps.

“It’s our goal to aggressively increase academic performance and graduation rates at a more rapid pace, and we’ve implemented a number of strategies to do so,” the district said in a statement. “Therefore, it would be imprudent to see jumps in graduation rates alone as an indicator of improper grading practices.”

Grade changes had an impact on how many students graduated at Trezevant High School, the first school implicated in the controversy. Fifty-three students over four years obtained a diploma without passing the necessary classes, an investigation found.

Leaving high school with a diploma greatly increases a student’s chances of finding a job with a living wage and avoiding jail. But Tennessee policymakers have been pushing for more education beyond high school since college graduates and those with job certifications through technical colleges and similar schools have an even better chance of higher incomes later in life.

School districts often tie student performance to their graduation rates, citing better academics as one factor in rising graduation rates. In addition, federal law requires states to report their districts’ rates every year to monitor if some groups of students are lagging behind their peers.

Marisa Cannata, who consults with districts through Vanderbilt University on how to improve high schools, said getting a high school diploma “doesn’t mean that they’re college-ready.” The only thing the number of students who graduated truly measures is “accumulating credits in a timely manner.”

“I think of them as only one indicator of how well a school is serving a student,” she told Chalkbeat. “True improvement is going to be reflective in multiple indicators.”

Nonetheless, the district’s rising graduation trends reflect a similar upward trajectory for state and national graduation rates. The rate is calculated by dividing the number of students who graduate after four years by the total number in a high school cohort.

Tennessee is ahead of the pack in figuring out how to get more students to stay in and complete high school, said Jennifer DePaoli, the lead author on a recent national report analyzing federal graduation rate data.

“Tennessee is a state that we would say has really proven itself when it comes to raising student graduation rates,” she told Chalkbeat, adding it “still has some room to grow.”

In 2013, Tennessee was applauded in a national graduation report for outpacing the national average in nearly every category, including students from low-income families and students with disabilities. But in DePaoli’s report released last week, Tennessee’s growth in graduating its students has slowed, and has the 8th highest percentage of black students who didn’t graduate on time. The state’s graduation rate for students from poor families still ranks among the highest in the nation, however.

Before 2013, most students in the former suburban district, commonly referred to as legacy Shelby County Schools, consistently exceeded the state and national average with as many as 96 percent of students graduating on time. The number of students graduating from Memphis City Schools, which dissolved in 2013 after city school board members voted to consolidate with the county district, lagged behind the national and state average, hovering between 62 and 72 percent.

Since then, more students have graduated from high school. After the merger in 2013, the county split again into seven school systems.

One of Shelby County Schools’ goals is to have 90 percent of students graduating on time by 2025. The district, which is the largest in Tennessee, now sits at 79.6 percent for the class of 2017. Official numbers for the class of 2018 are expected to be released this fall.

In the middle of all that, Tennessee raised the bar for students to graduate. The state had been stung in 2007 by a national report saying the existing state standards were weak and misled parents about how their students ranked against their peers nationwide. So, Tennessee started phasing in new graduation requirements in 2009 that increased the number of credits needed to graduate and introduced the current end-of-course exams.

Also, the state changed how schools and teachers are evaluated. In 2009, Memphis City Schools got a $90 million grant from the Bill & Melinda Gates Foundation to overhaul how the district recruits, trains, and evaluates its teacher workforce.

In 2010, the Tennessee Department of Education got a $500 million federal grant to recreate how it measures school success and partially tie teacher evaluation scores to student test results.

The state-run Achievement School District was born from that grant and started taking over low-performing schools in 2012. (The district didn’t have graduating seniors at high schools until 2014.)

In recent years, Shelby County Schools began to use data to help target students who might be at risk of dropping out. That kind of early warning system is part of a growing national effort to use mounds of student data to remove barriers to graduating, such as getting help with schoolwork, or pointing families to community resources to reduce absences early in a student’s high school career.

The district has also added reading specialists for ninth grade students who are behind and night and online classes for high school students so they wouldn’t have to wait until summer to retake failed courses. And before a student fails a class, district leaders have increased the number of offerings during the semester for a student to recover their grade.

In Memphis-area schools, 11 of the 48 in the region have fewer students graduating now than they did in 2008. Four of them dropped more than 5 percentage points:

  • Wooddale High School
  • Raleigh Egypt High School
  • Bolton High School
  • Ridgeway High School

Though there are 13 schools that have seen significant growth in the number of students who have graduated since 2008, they haven’t kept up with the district’s average ACT score, a common indicator of a student’s readiness for college.

But graduation rates and the ACT don’t actually measure the same things, said DePaoli.

“A lot of people would like to argue if graduation rates go up, we should be seeing gains in ACT scores and things like that,” she said. “We would like to see those things track together, but I don’t think there’s enough alignment there.”

Still, she said, “if kids aren’t getting higher scores on the ACT but the graduation rate is increasing, there is something to be really fearful of.”
